I'd have to agree with Russian minor silver late 1800's - early 1900's.

Definitely Russian, but I can't name it exactly without cheating with a Krause as I don't collect that stuff.

I'll go a step further and wager that it's a 20 kopek, though it's hard to tell.

Here are some reference pics, the 10k looks a bit too far on the spacing and 20k seems to have a more similar serif on the C. Maybe.
