NO 3% Paypal fee on personal

I don't have anything for sale here but I think this is worth having its own thread or perhaps incorporating it into a sticky.
Everyone that accepts Paypal either says to use "Gift" or add 3%. It appears a short time ago Paypal removed the 3% fee for people sending money from one paypal account to another or from a bank account to a paypal account. I'm not sure if it includes all the options on the "personal" tab on the paypal website or what. Maybe someone has further information on this?
