Question about canceling an Ebay auction.

I had 8 auctions all won by the same bidder that ended 3 weeks ago. He still has yet to pay. They don't reply quickly to e-mails and they keep saying they pay later. My question is if I were to cancel these auctions can the high bidder still leave me negative feedback?

If you file a Non-Paying Bidder (NPB) form, the "buyer" can
still NEG you IF he responds correctly to the filing.

If the "buyer" responds incorrectly to the NPB - or fails to
respond - he cannot NEG you.
