1/1 Card Tracking Codes for Topps.com?

I seem to have a lot of thoughts on 1/1's lately...
Anyway...another one.

Note the bottom of the back of the card, "FOR TRACKING INFO, PLEASE SEE WWW.TOPPS.COM. CODE #8091018."
I don't see anywhere on Topps.com to enter this code.
While I fail to see the need to track something in my hand.....I wonder what the tracking is/does.
Anyone know anything about these?
Anyway...another one.

I've looked up the tracking on a normal card. I don't have the website off hand. When you punch in a number, it usually shows where the card was manufactured. I'd assume it would be the same for that snazzy 1/1 card you have.

The webpage linked above explains the purpose I guess, to "comply with the tracking label requirements of the Consumer Product Safety Improvement Act of 2008."
So it's just legaleze.
