those came as a promotional item in a coin collecting kit that included a Scott Travers book.......they almost always contain wheat cents from 1917-1929 (all philly as far as i know) in low grade

As for sample slab generations yours is PCGS 10. Cameron Keifer runs this
site and has researched slabs since he was a little boy here on the Forums.
Now he is an "Old Man" and still knows a lot about sample slabs. He may
even visit the Forums on occasion.
