New Paypal trick

Has anybody seen this before? The seller marks the item as shipped and pays the postage electronically, generating a tracking number, but never actually mails the item. Paypal won't let me open a case because they say the item is enroute, though the USPS says it was never entered into their system. It's been more than two weeks since the auction and the seller has both my money and (as far as I know) the item as well.

What should I do?

FWIW I have gotten packages that were marked shipped, seller gave me a tracking number and then it never showed on the USPS tracking - but the package with the tracking matching what the seller sent me, arrived safely.

This happened to me once. I haven't receive the item in about 4 weeks and the tracking showed USPS received the notice from the seller that a payment have been made. I finally filed a claim and waited for another 4 weeks to get my money back. Paypal always is not user friendly.

If it is long enough, call paypal and tell paypal that if they don't allow you to file claim then you will file a charge back with your credit card. I bet paypal will open a claim for you. The last thing paypal want is filing a charge back from credit card company.

If the postage is paid for electronically, the post office does not have to scan the item upon receipt at the shipping end- only at delivery. The fact you haven't received the package is not proof it wasn't shipped.
