It appears all you have to do is offer local pickup to avoid being rated on "Shipping time" and "Shipping and handling charges". I just left feedback on two items shipped to me and received this message: Note: Transactions with free local pickup cannot be rated on "Shipping time" and "Shipping and handling charges".
