Lettered edge Presidential Dollars

Maybe this has come up before, but I was wondering why the mint opted to apply the lettering to the Presidential dollar coins at the last stage, rather than using a lettered collar? Seems that would have eliminated the current confusion over upsidedown letter. Not to mention, for an institution that prides itself on uniformity, their new process is rather random. But then again, they must have had a reason for it. Thoughts?

    ...actually, i'm still wondering why they started the edge lettering in the first place? i think it sucks!!! jmo image
