so its been a long time since i did selling on the bay... when i go the paypal they seem to deduct diff % of my sales.. all cheap stuff but some items they take 6% some almost 20% some like 12 %.. any help ??

I am by no means am an expert, but to the best of my knowledge, the fee is 2.9% plus .30.

You do know Ebay charges fees as well? For Paypal you will probably be at the 2.9% plus 30 cents a transaction rate. If you're seeing that large of a percentage being taken away then you're selling real cheap stuff and the 30 cents per transaction is quite significant. On a 2.00 payment you'll lose 36 cents, for a total 18% charge. From the 1.64 you deduct Ebay's listing fees, final value fees on the 2.00, and whatever you lost on packing and shipping.
