Why does NGC give PL designation to the UHR but PCGS doesn't?

Anyone know why PCGS doesn't do the PL on the UHR?

    Maybe because they are not "like any proofs", jokes aside NGC has been labling PL gold for years now and pcgs has chosen not to. Well they have a few times on SS republic coins. No one knows for sure why they don't outside of their offices.

    Different companies have different standards. PCGS has determined that they will not use that designation. Its as simple as that.

    Why does NGC give PL designation to the UHR but PCGS doesn't?If you could post an image of a PL UHR we can decide for ourselves.
