Information Request for Atlantic Charter FDR SCHD

It isn't often that I buy something while having little clue as to what it is, but this is one piece that falls into that category. It appears to be a so-called half dollar (SCHD) and is essentially the exact size as a US half dollar and also looks to be made of silver. I purchased this just about three years ago because it was being sold for little over bullion melt, it has a neat design and is also toned in an attractive manner. Over time I have attempted several Google searches for the medal, but very little information has come to light using this method. Might anyone here be able to help? Thanks.

Any help? A member on the NGC boards offered that these were struck by the Royal Dutch Mint at Utrecht with a mintage of 1000. Can anyone add anything else? If not, I guess I will have to assume that my thread killing capabilities are on par with MidLifeCrisis.
