How can someone fool eBay and Paypal?

Last week I ran into some auctions from this seller: kokmang44
I checked and he had 11 FBs all from users registered in China in Nov.2009 (13th and 14th).
After he sold more than 200 items, he got naru'd. Luckly I didn't buy any of his auctions!

Tonight, I noticed the same type of subject from this seller: ihjtoijsa135
Same FBs from users registered in Nov.2009 (13th and 14th).

My question. How can someone grab the money and run? Doesn't Paypal requires a link to bank account?
If that didn't work the first time, why is he trying again? It must have worked... image

    Takes time for PP to electronically track them down and its probably harder to bring a case against someone in China. There is probably a dollar limit where PP just writes off a foreign loss because it costs more than its worth. Smart crooks probably have figured out this threshold. PP just passes their losses on to the rest of us in higher fees. Much easier for PP to investigate and prosecute a case in the US. I personally wouldn't mind them just identifying the riskier geographic locations and ceasing to do business there. Might help bring the fees down.
