What is this?

Okay, so I am thinking German States, but my initial guess of Prussia turned out wrong and my secondary guess of Lubeck (the eagle and denomination in the center hinted at it) proved wrong as well. Anyone have any idea? I'm not looking over every page of Krause! I just know it is not Russian. 
With the legend almost eradicated, it is really hard to have a starting point. The best that I can make out is the first word of the legend, "Fran" something. But that could be a million different countries that use Roman letters.
