I don't like those two big white spots in the blue. If they are in fact on the card, then to me anyway, it shouldn't be a 9.
After the recent thread about the '51 Bowman Mantle that turned out to mostly be about a crappy scan, I'd ask for a better scan before making my decision on the Rose. If the seller isn't forthcoming about it, then I'd simply pass on it. A PSA 9 Rose rookie is far too expensive to not do your due diligence before-hand.
Edited to add that I don't like the color of the card's back either. I have a raw one that I got for christmas in 1984 (bought from a legitimate, top-shelf dealer who knew how to spot the fakes). The color on the back of mine is yellow. The PSA 9 on ebay is more peach in color. If that's the card's actual color, I'd be highly suspicious of it.
I would seriously stay away from this one. I'm reminded of the controversy a few years ago about two PSA 9 Rose rookies with the same cert number. I believe one of them turned out to be faked.
Given the issues already discussed about this particular example, and especially the back color being wrong, I'd run far away from it. It just smells like another faked PSA-graded card.
