After several attempts, PSA has finally recognized this as a WHITE BACKGROUND:
1 1 16195724 EXCELLENT+ 5.5 1948 LEAF 84 EARL GIRARD WHITE BACKGROUND Card US
Can't wait to get it back with the new label. According to the pop report, the only other White Backgrounds (only 7 exist TOTAL in the pop report) have never graded above a PSA 4... And of the 7 graded, they are all different.

Just because we haven't disagreed in a while....I'm taking PSA's original stance that the background looks red. Just kidding. How rare is that?
