My SGC Garvey RC I just got seems short

I just got a garvey rookie i won off ebay. When i got it it looked like the card was cut short top to bottom and side to side..just as i noticed this i picked it up and the card moved a little in the holder side to side and up and down. The top left of case looks like it has a touch of wear but not sure if that could be a common thing
You can see in scan the daylight L/R - Its hard to see in scan but there is a little as well T/B
I dont have many SGC cards but i never noticed one moving in the case. Is it possible that this card is ok? Do some cards come loose ever or move around? Or is something wrong here
(I do have a garvey graded 8 that doesnt move in the case at all)

I'll measure it later to be exact.
Ill try measuring the holder also while im at it lol could give some valuable insight

There isnt that much chipping on the card thats in the scan. I put a few light arrows in yellow where looks like some frosting. Again im not an expert to know if this could be normal.
You can see how much space there is on the left side in the 1st pic
68 -73 that were so tight it looked like they had to bend the card to get it to fit the holder.
I would be willing to bet if someone had a box of 71 topps or just about any year from 57 to 80 and opened and sent all the cards to PSA or SCG, there would be a few come back minsize reg. or EOT or miscut (which I guess is the term they use when the card is to large to fit in a regular holder).
a very nice Garvey are you going to try and cross it over to a PSA 8.5 or better? or just leave it where it is?
It is really nice. There are a few spots of white but not as many as scan shows.
As far as crossing it over that would be nice but at the same time I think it looks great in the SGC case.
