hypothetical situation. just wondering.

...someone gets lucky and finds a lincoln cent, 1955 doubled die approximately high AU. it has a tar spot on it about
an eighth inch or so over the head of lincoln. you'd like to have it slabbed at PCGS but wanted the 'soil' removed
first, but didn't want to try it yourself. would you send it to NGC to have it professionally cleaned THEN send it off to PCGS
for grading? or does PCGS ALSO clean coins professionally? and if so i guess the coin could go to them right off the
bat.

You mean NCS. If you're afraid to do it, send it to them, that's their business. I don't think PCGS cleans coins.
Clean or conserve coins???
