Yea....I never understood how a buyer can give a '1' for shipping and handling charge when they never paid shipping to begin with. Nor could I understand how a buyer could rate a seller on a transaction that they buyer never paid for in the first place. That whole DSR system is wacky......

Greedy bastiges from ebay - they should just charge their stinkin' overpriced seller fees on freight and get it over with...you know they want to do it...instead of all this nonsense with almost "forcing" free freight and all the other crap on sellers. I am so friggin' sick and tired of their constant rule changes all the time which basically accomplishes nothing as far as me making more money selling on ebay.

Yes, it is happening. I left some feedback last night, and could not enter stars for shipping cost. There was some note stating that the seller will automatically get five stars. This may be a motivation for sellers to offer free shipping.

It only protects you from the latter. The former will just ding you on something else.
I've never offered it and I've received the full discount ever since they switched the focus to the percentage of low star ratings. It's practical for some listings, but for many card listings it's not. For instance, a seller like codyp2000 would see his sales plummet if he built the shipping charge into every BIN because he depends on multiple purchases per transaction and that would no longer happen if he increased the price on EVERY listing. For many sellers, it's only practical to offer free shipping on additional cards purchased.
I think its stupid that they have you rate the fee paid for shipping rather than the quality of the shipping. $3 is reasonable but what if it was used to send the card PWE?
All this category is a ploy to force sellers into "free shipping", which puts the cost of shipping into the auction price and PRESTO more $$$$ for Ebay (vs. no cut of the shipping $)
