I heard there is a way to till what wax boxs have the good rookies can you really tell or is this just some lie? Also just saying if you buy an 1984 topps wax box can the person open the back and packs take out the best cards and reseal them?

In Topps the big hit in boxes usually appears in the same pack in every box.

Packs can be searched for hits as well. Many different ways for various hits.
Collation patterns- These are present in many 1980's era packs from different manufacturers. These allow the person to know what is most likely inside the pack. Although certain releases I have found, have more than one collation pattern, it is a good way for people to get an unfair edge. In the 1980's these patterns were widely spread and for awhile many posted ads in Beckett with these "secrets" for sale for around $3.
Switch out the plain GU Jersey swatch and replace it with a multi color one.
Erase the bubbled auto on the Chrome card and re auto it.
Older Allen Ginter Rip cards were searchable.
Counterfeits and Reprints aged.
Backdoored cards that some will alter to appear legit (I just bought 20 Red 1/1 cards of the same player, same issue, unstamped) !
Company liquidation cards (Fleer Legacy) with autos (Pujols) added on by a scammer.
Chrome "Proofs" (Just a altered Chrome card)
Graded card crackout and switch
Fake Graded holders (flips)
