There must have been a time when PCGS was Step sloppy because I send in FS nickels I've examined under a microscope and they come back maybe 40% od the time as FS.
The planchet quality was pretty poor this year so it is hard to find gem quality. The majority are about MS63-MS64. MS64FS coins are available, but MS65 and above coins are pretty scarce. Last time I checked the pop reports (about 2 years ago) there were about 8 MS65FS coins with none graded higher.

I just checked my mint sets... all the 58P nickels are 63ish dogs.
I've been working on Jeffersons for a long time and have only acquired an MS64FS for my set. Current Pops on grades better is 17 in FS. I have never seen one of them yet! I would wager that a few of the MS64s and up are crackouts and regrades with the certs never turned in!

Haven't you said to yourself one or twice, "I hate owning that awesome beautiful nickel"? I can feel your pain. Well maybe not but I rode a bus once with someone that could.
