Its silver about 1 inch in diameter. When was it made, any value?

60th anniversary medal for the reign of Queen Victoria, minted in 1897. Quite common, you can find several of them listed on eBay at any time.
If I remember correctly the silver medal came in 2 sizes.

I picked one up like that for $15 on the bay.
It is not exactly cheating, I prefer to consider it creative problem solving!!!
