Based on his posts on another forum (www.predecimal.com) I don't believe that in this particular case the seller is a scam artist -- just far too optimistic and unrealistic about the significance and value of his coin.
Well, the authority he quotes, Dr. Ilya Prokopov, is no fly-by-night.
But I am not sure what exactly that certificate is certifying.
There does appear to be some tiny little anomaly in the far left of the exergue, but the "anomaly" to the right of that look like a hit (i.e., post-mint damage) to me.
This coin is "unique" like all of my coins are unique- each and every one of them has different marks, nicks, etc. on it!
