eBay Buyer to Block: maven_bidder

I very rarely post something like this, but he may be one of the worst buyers I've dealt with in years. Long story short:

-Buyer is US-based but asked me to ship to India (fine by me if it meets PayPal's address requirements)
-Buyer told me to under-declare the package value to avoid customs fees (not okay, and I told him how I was going to ship internationally [how I do it all the time], or I could just ship to the US for a much lower rate)
-Buyer files a PayPal claim for non-delivery after 20 days (can't help that international mail can be slow) and then closes it when the coins arrive the next day.
-Buyer sends me this email:

Jeremy:

I have received the items but I had to pay over $300 in penalty (otherwise the package would have been seized) and experienced a lot of red tape, therefore I will have to leave a negative feedback.

As indicated in your email below that I should let you know about what you can do to prevent this, I would leave you a positive feedback only if I get a partial refund of $275.

As you have 100% feedback and I don't want to spoil it, I wanted to let you know before I left feedback.

Long story short, I just got three negs ("F - Buyer beware, failure to follow instructions, exorbitant intl shipping.") for not agreeing to pay his country's import duties. I'm quite sure the fact that he broke two feedback rules (threats and leaving a neg. because of customs fees) will result in the feedback getting removed, but he's an amazing PITA that you shouldn't have to deal with.

    Forward the e-mail saying that he will leave negative feedback unless you send him $275 along with all the headers to eBay and they will remove the negative feedback. It's against eBay policy to demand cash on threat of negative feedback.

    I was recently squeezed by a buyer who purchased a slabbed piece and sent it for crossover with another TPG firm. When it did not meet his expectation (after it was cracked open) he started threatening demanding a partial refund. I gave him something back under sever protest as I could sense the guy may jump off a building. I of course blocked him from any future buying.

    A PITA is an understatement, and besides violating eBay rules, I am pretty sure this is called extortion.
