1967 Topps Key Cards - Advice Please

As you may know, I am in the process of trying to complete a 1967 Topps set in low to mid grade. I haven't started to think about the 3 key cards in the set, the Mantle card and the Carew and Seaver rookie cards. I'm just wondering if I should just wait for PSA 2 or PSA 3 examples of these cards on eBay so that I know exactly what I am getting, or since overall cost of the set is a key concern for me, do you think I could find raw, fairly graded (Fair, Good, VG) examples of these cards, at a significantly lower cost than PSA 2 or PSA 3 graded cards? Does anyone know who might have low grade examples of these cards for sale at a good price?

So:
1) Pick up PSA 2 or PSA 3 Carew, Seaver and Mantle cards
2) Look around for Fair - VG raw cards that I could pick up for a lower price

I would find well centered PSA 2s/3s and then crack them out for your raw set

Look for graded examples with good eye appeal. Should be fairly easy.

I wish you good luck................seems like low grade and even raw examples are not cheap. Patience is the key here (money obviously too).

I've been looking for Carew in that grade for awhile - they don't come around often.
