They can, it is just that they did away the silver membership so they no longer mention it when they list things like the specials, but confirmed through customer service ( and actual submissions) that the silver is still able to participate.

YES now I can put a big dent on my 53 Color Bowmans.My budget should allow about 70 more which will put me a more than half done with the set.I have only listed a few in the directory so far.I just got back 20 from PSA average grade between 3 and 5.
