Pre-paid Visa card.

He was happy that he was supposed to get $415 on it, but they accidentally put $435 on it, lol.

    Excellent question. During the hurricane Ike recovery and the Katrina before that, the gov issued visa cards to anyone that could claim they had a housing situation and no money. Not sure if you can pay your car note or your rent with a visa card but you can certainly use it at McDonalds or Target. It's a win-win for the banks and the retail enterprises and the gov doesn't have to deal with those nasty FRN's.
