Question Regarding Express Mail Insurance Rates..

I was browsing the USPS site and discovered that insurance for Express Mail is markedly less expensive than it is for priority mail. Is this correct if you buy the insurance at the PO? According to the USPS site, the insurance cost for a package valued up to $1,000 with be just $3.55. Has anyone ever sent an item via insured Express Mail?

Edit: Also, does Express mail with signature required satisfy Paypal signature confirmation requirement for items over $250?

    Yup. Make SURE you do NOT check the signature-waiver
    box on the label. The BUYER needs to sign; NOT the carrier.

    And, insurance is a bit cheaper. The first $100 is "free."
