It is the submitters choice to have the card slabbed or not.
You can send the card in to have it slabbed (blue label $10 plus return shipping) if you choose. please remember to send in the COA with the item. You will not get the COA back as the encapsulation and label then become your COA.
If an item has a COA (small cert) rather than an LOA (full letter) there should be a sticker on the item whose alpha numeric number should match the COA.
