Shouldn't credit card companies be held accountable for paypal fraud?

In many cases these crooks pay be paypal using their credit card, wait for the item to arrive then do a charge back. I've lost over $200 to 4 people this way. The credit card companies just cancel the charges, without any evidence or contact to the second party. I believe this to be total neglegence and disregard for the truth in a matter. You need evidence, especially if your canceling a several hundred or thousand dollar payment don't you? Its time people let the credit card companies know that we won't tolerate them favoirng their crooked customers, and saying to hell with the rest of you.
