Is this proof strike? Cyprus 45 P

Just won this on eBay, I'm not particularly familiar with the issue but it's a nice looking coin:

Detail is a bit soft on the obverse but its quite reminiscent of the later 1934 proof strikes from the Melbourne mint with slightly softened central strikes due to over polished dies.
