    Most likely a real cent with a non-authentic error; for example, a fake clip.

    I think Grimes is correct on this. I've heard of fake modern unplated cent "errors" getting this designation as well.

    Do you somehow, have first hand knowledge of that? Perhaps the submitter was highly skeptical of the coin, thought he should get it checked out and wasn't at all surprised by the result.

    I would say PCGS was more surprised by the submission image

    Why in the world would you submit a 1985 cent unless it was a error coin? I do not own a cherry pickers guide but maybe it was damaged and the submitter thought it was a error??
    Give the laziest man the toughest job and he will find the easiest way to get it done.
