Question about monthly deal

I'm new to PSA. I'm wondering if the monthly deal of $6/card is limited to cards I am collecting in the set registry? Can I submit any card with a value less than $100 or do I have to have the intent of adding the card to my set registry list?? If so, how is that regulated? Any help is appreciated.

    You can submit anything. It is just another Special - although the Set Registry Manager is the one who came up with it.
