If someone sends in a coin in a PCGS green holder to try for a PCGS plus and it does not get the plus, does he lose the green holder??

Yes, every coin that is regraded (and being considered for a +) by PCGS will be cracked out of its holder, scanned, and then placed in one of the new PCGS Secure Plus holders.....so, yes you will lose the old green holder.
The question you should ask yourself is, Do I really want to lose the old green holder?...as many people out there may pay a slight premium for coins in these old PCGS holders since they are "perceived" to be graded conservatively, with an emphasis on the word perceived.

I agree, but will add that a green holder also tells me that the coin has been in that holder for a long time. To me, that attribute has some value.

I agree. In fact, I think the stability that older holders provide - along with the knowledge that the coin has not been messed with, at least, in the past several years - is more important than any "perceived" conservative grading.
...but it's a well thought out question. I'd stick with the historical artifact way more than the new hype.
It's ORIGINAL.

It wasn't a copper coin though, so I felt ok about it

<< <i>It is my understanding that if you try to cross say an NGC coin and you select cross at same grade or higher, if it does not do so, it stays in the NGC holder. If thats the case why cant you select cross at one grade higher for the OGH? The 1 grade being the +, and if it does not then shouldnt it stay in the OGH? Surely an OGH slab is as arbituary as the NGC slab. A slab is a slab, if it can stay in one it can stay in the other? >>
I don't think you can select cross at one grade higher. The min. grade you can put for a crossover is the same grade on the holder, and you can't cross MS/PR70s.
My experience has been if you send a coin in an OGH to PCGS for ANY reason they will reholder it.
