paypal 'gift' no more?

Trying to pay someone and it wants to charge me a fee to paypal gift. Anyone else getting this? It is NOT from my account balance.

If using a credit card you have to pay a fee.

I think a fee will not be charged if payment is from a paypal balance or bank account. Credit card users I believe get charged a fee.

Someone please correct me if this is incorrect.
