Here are the values from the 2010 Scott Catalog: RW4, 1937 Issue: NH $400.00; Hinged $170.00; No gum $85.00
RW11, 1944 Issue: NH $135.00; Hinged $60.00; No Gum $50.00
RW 13, 1946 Issue: $55.00; No gum $18.00
RW15, 1948 Issue: $60.00; No Gum $21.00

RW13 and RW15 were not valued based on NH or Hinged.

Value like coins & currency are based largely on condition.
Along with demand.
At the moment with stamps unless you have a really scarce item, then condition seems to be the big factor.
Check out heritage and eBay on prices.
Superb pieces bring large numbers, lesser pieces bring cents on the dollar.
And in less demand pieces sometimes prices in Scotts are just redeculasly to high.
