PCGS 3000 vs. PMs

I share in the US Coin Forum occasionally, but not here very often. I notice on the PCGS home page that it seems that the PCGS3000 goes in the opposite direction as au and ag. Do people sell their collectable coins and buy PMs when PMs go up and vice versa? Please discuss.
