So who would be held liable - Seller? USPS? Paypal?

Curious (as a buyer) whose butt would be on the line if a package was shipped through ebay/paypal, but the item is never scanned nor delivered? I won an auction last week and seller at least printed out packing slip Tuesday, and says he dropped off this package and others. I don't have a reason to not believe the seller, but as of yet have no package and the package has not even been scanned. I wouldn't be worried about the lack of a package if it had been scanned in the first place. If it comes to me having to file, just curious who holds responsibility? I would hate to have this happen to any packages I drop off, and want to protect myself as a seller from this situation ever occuring. Any insight/experiences with this scenario would be great.

The seller will always lose a PayPal INR-claim, unless the item is scanned at delivery.

Yep - tried that too. I would feel horrible for the seller if the package is never received or scanned, but no way would I eat $260 either. Seller stated a few from the batch didn't scan, and one that did scan already delivered to Hawaii.

At $250, PayPal/EBAY requires the seller to use Signature Confirmation.

I had no idea - that is good to know. Still if he required it and USPS never scanned and lost the package, that would be no comfort for the seller. Fingers crossed it shows up.
