calling storm... or any other ebay afficionado

I currently have the first "case" open against me as a seller. The buyer wants me to either replace the item and pay shipping back to me or a partial refund and let him keep the item. I am going to let him know that I will offer a full purchase price refund upon recieving the item back. My question is should I click the respond now to the case or do I contact the buyer through email/phone outside the case? Any help on proper protocal/butt coverage would be helpful.

I also think in the butt-coverage department, you should make an official reply to the complaint, indicating the refund offer you made to the buyer.
I don't think you should have to pay for return shipping, and I don't believe that paypal will enforce this.
I've returned a few things over the years, and I've always paid return shipping.
I would respond thru the control panel.
MANY requests for partial refunds are scams.
Often, the scammers will vanish if you tell them to
return the item for a full refund.
The "buyer" will/may NEG you no matter what you do.
After you refund, put the guy on your BBL.
