Is there ANY way to cancel a sale as a seller on eBay?

I got a winning bid from a buyer in Europe, and my auction terms specify that I will ship to only the USA or Canada. I absolutely do NOT want to sell to this buyer (unless they come up with a USA address, which I've emailed them requesting).
What crime will eBay accuse me of committing if I don't sell to this buyer?

Has this happen recently. Sale from someone in Latvia, but I was able to send it to Michigan instead, fortunately.
If your terms say no euro-bidders, you can:
1. Call EBAY and ask them to cancel the transaction.
or:
2. Call the buyer and ask him to agree to a mutual cancellation.

If you don't want to sell to buyers in selected countries, you need
to block them in your SYIF.

NOTE on accepting PayPal from foreign buyers:
PP offers different protections for buyers in different countries.
PP-policies related to "refunds and returns" are governed by the
country in which the PP-account is registered.
Accepting a PP-payment from a foreign account can be hazardous,
EVEN if you ship the item to a US address.
Such non-uniform policies are likely to expand - not decrease - and
will continue to pose hidden risks for uninformed sellers.

USPS EMI is a GREAT service, if you are dealing with a
relatively honest foreign buyer.
Crooks in the UK - and other countries - can now simply
falsely claim the item they recd was "counterfeit" AND
recieve a full refund, usually WITHOUT having to return
the item.
Even ordinary SNAD-claims are handled differently than
they are through PP-USA. Sellers will lose virtually every
such claim and they may not get their item back.
Because of the regs that PayPal agrees to comply with
in such countries, sellers accepting foreign PP-payments
can be placing themselves at great risk.
