Question about PSA sub special...

I see the "Set Registry" special for the month is:
PSA Set Registry SM Grading Special
Sports & Non-Sports - $6 per Card - 10 Card Minimum
•For Cards Valued Under $100 Each
•For Silver, Gold & Platinum Members
•Turnaround Time Varies with Demand (Approximately 45 Days)
•Hurry! All Orders Must be Postmarked Between 5/1/2010 and 6/30/2010!
My question is, how is this different than the regular special other than the declared value? So as long as I am building a company or player set, I can submit under this?
I would ask PSA but they are closed for the weekend and I would like to get some cards together in the next couple days.

There is difference - 4 dollar per card vs the other specials and declared value is different.

Yes the special is for "Sports & Non-Sports"
I will be sending a few subs from now until the end of June.
And you don't need to be building a set registry to take advantage of the special. Anyone can sub under this special.
