59 Topps Cards - same card with white and gray backs

I have run into several 59 Topps baseball cards that were issued with both white and gray backs. Is this common and in what part of the series did it happen? Card 226, Art Ceccarelli, was one I found. There are others. If you know, do you know the story behind why? Thanks.
