Holed coins with no plug -in PCGS Holders ?

Is this common , to see a holed coin with no plug in a PCGS Genuine holder with the 98 (damaged) notation ?

Interesting. I guess as long as you dont plug/fill the hole its ok

Well , they have a # for genuine hole/plugged , and they say so on the back of the genuine insert : because sometimes it can be hard to detect the plugged hole !

Well , they have a # for genuine hole/plugged , and they say so on the back of the genuine insert : because sometimes it can be hard to detect the plugged hole !
