PCGS secure plus question

If you submit a coin to be reholdered but not regraded could it still get a plus?
Say for example you have a coin that was in a rattler graded MS63 with a CAC gold sticker that should easily grade MS64 or higher today and submit it a secure plus reholder would they give it a plus ( if they thought it was better)?
Does this mean it will never be able to be graded higher again if it is really undergraded?

16. Q: How will Secure Plus affect the grading process? Will it lock a coin in at a grade?
DW: PCGS Secure Plus does not lock in the grade of your coin forever. What is does is tell us what your coin has graded in the past. That way we can make a more informed decision. Do we ever make mistakes? Yes. Will we ever change a Secure Plus grade? Yes.
If you havent used your cc special yet that might be a better option than a reholder for $20.

Yep.
Reholder = $10
Reholder with Secure Plus and scanned into database = $20.
