*Pack Bidder Alert*:1975 mini wax box w/28 packs--is it legit or counterfeit?

Days ago on this board I exposed ebay's largest seller of '70s era wax packs (tjs6121) as using a second ID (ultimatesets) to buy massive amounts of '70s era wax wrappers, high-grade singles, & empty wax boxes.
This week (tjs6121) has a new run of '70s era packs on ebay including a 1975 Topps mini wax box containing 28 packs. My first thought was why only 28 packs instead of a full box of 36? Did someone use "sequencing" to cherry pick this box and remove the packs containing the stars? Or did someone open eight packs and saw that the cards were consistently off-centered and stopped?
Let me offer a more plausible possibility: Knowing that (tjs6121) uses a second ID (ultimatesets) to buy his "goods" I perused over (ultimatesets) recent ebay wins and discovered that three weeks ago on March 28 he won an empty 1975 topps mini wax box which included mini wax wrappers as well. How many wrappers you ask? You guessed it--28!
Pictured below:1975 mini wax box w/28 packs currently for sale by (tjs6121). Ebay listing#360255283368. 1975 empty mini wax box w/28 wrappers won by (ultimatesets) March 28. Ebay listing#130374586415.

Is this mini box legit or counterfeit? I'll let you draw your own conclusions.

Do you ever contact these sellers and tell them what you've discovered? Just wondering.
I never contact the seller because this will disclose my ebay ID. Once knowing that they might be able to determine my address should they intentionally bid and win an item I sell.
There are several people out there I have exposed who might want to cause me harm or in the least interfere with my auctions.
My only purpose in exposing these people is to inform my fellow PSA board members.
Note: incidentally (tjs6121) also has a full 1977 Topps football wax box on ebay, item#360255280319. And by coincidence (ultimatesets) won an auction on March 16 containing an empty '77 topps fb wax box with 36 wax wrappers.
I wouldn't of bid on it anyhow due to what I read here. I really like the 75 mini too.
