Why are some common high population modern coins so hard to find?

This coin has alluded me for a while: 2000 1C MS68RD. There are 271 graded at MS68RD. Where are these hiding? I haven't found any on eBay, Heritage, Teletrade, etc. I'm in Afghanistan, so I can't look at shows. Are all 271 in collections? Do some dealers just carry stock from show-to-show, never to be seen on any of the auction websites? Is the value too low to list on a third party website?

    Not having access to the pops, the number may reflect the number of attempts made to make a 69 which would make it a big money coin. There are several 0 pop grades in many different series. They give room for a collection to grow.
