Genuine Codes

This question was posted on another coin forum:
"I note that some PCGS "genuine" slabs have a GN instead of a numerical 90-99 before the slash and the cert number. I assume that the GN stands for the genuine category but if PCGS can't list a number code to correlate with the defect making it genuine but not gradeable, then why isn't the coin gradeable?"
