You do not have to be a member to do on-site grading with PSA. Of course, on-site means you pay a rather nice fee to have it graded, sealed and delivered back to you at the show.
Anything you submit and mail in... yes, you need to have a collector's club membership. At least, that is what I was told at a show last July when I first became a member []
Then again, you see the occasional special that says you don't have to be a member (honestly, not sure what that is about).

Concur with this. I remember at the National two years ago paying $30 to learn that a 1980 Nolan Ryan was an 8 and $30 to learn that the most beautiful Molitor/Trammell that I had ever seen and had just pulled from a pack was EOT (measured it and sure enough it was small). Was bitter about that for a while but have gotten over it and have become more patient with my submissions.
