Looks like artifacting from really crappy Photoshop work to me. I don't know if it was purposely "juiced".

It looks like he did a pretty good job, but got sloppy in a few places which makes it easy to see. I've done this once, and it can be quite a pain to get every last nook and cranny. Of course, I was doing it to make a logo, so there was no foul play or deception involved.
