I agree. If you were to send it in inside that holder, it may just upgrade for that reason alone. I would guess it would only grade 65 if you sent it in raw.
FWIW, I offered a coin holdered like that to Mr. Hall himself at a show in the very late 80's (I think it was the 1989 Central States show in Overland Park, KS), and he very politely told me that those grades were no longer applicable.

I think I would send it in then, that plastic it's in my damage it sooner or later and you would be able to see it better, maybe get the 66 and have a fun wait in the meantime Good luck with it Joe--------------BigE

Only that he did not wish to buy it at the grade indicated. Nothing more.

Yes, but that was 1989.
Most of the David Hall coins I have seen are now conservative relative to today's PCGS standards.
