my lil' wildman...doubling?

the older issues are prone to strike doubling? what's the mintage technique in play here:
(just trying to figure out what's going on with the lettering here...)

If it were hand struck then hammer jumps could explain the doubling and the apparent spreading of letter edges on both coins and, long-term, on the dies themselves. I'm of no authority on this though, just tossing in a thought.
